19.21 — Master Electrician / Maintenance Technician

The master electrician is responsible for providing electrical services, per local/State/Federal standards and/or codes.  Performs skilled level electrical work in a variety of specialized tasks required to meet most electrical and communication requirements for Waterworks System. Is responsible for the installation, maintenance, and repair of a variety of Waterworks electrical equipment, such as security cameras, telephone systems, power wiring, control wiring, conduit installation, and construction of control panels, but not limited to these duties. Work is generally performed without direct supervision using independent judgment; however work is evaluated through observation by Water Plant Maintenance Supervisor and reviewed according to the overall efficiency of the end product and performance.  Courtesy, tact and diplomacy are required in dealing with contractors, co-workers, and the public.

Duties/Tasks

  • Read blue prints, schematics, and drawings of electrical systems for the purpose of determining the proper installation of new or upgraded systems or trouble shooting or repair of systems.
  • Prepare paperwork to pull necessary permits following City, State and Federal guidelines or codes
  • Plans, lay out, build, troubleshoot, repair, modify and perform all required operations for the installation, maintenance and repair of, electrical equipment within the property of the HWWS, such as motors, switchboards, transformers, generators, starters, camera equipment, lighting and power circuits; special purpose equipment, elevators, air conditioning, intercommunications, heating units; maintain and repair electrical elements and any other type of equipment or process where electrical or electronic circuits are involved.
  • Tears down units to determine failure or source of trouble (trouble shoot), repairs or replaces defective parts, or wiring and reassembles and restores back to service. Disconnects motors and rewires as needed and checks motor rotation to insure proper rotation. Install and wire motors for a variety of standard and special purpose machines and equipment; make proper connections to panels, electrical units, etc.
  • Lays out and installs  wiring and circuits  for new lighting, power supplies, and performs various electrical alterations as needed and as pre code.  Install all types of conduit, making bends, threading and reaming where necessary. Repair switches, replace fuses, circuit breakers, bulbs; makes repairs to portable electric tools, fans and other equipment.
  • Plans jobs or tasks to accomplish work in various areas with a minimum of interference and utilizes lock out tag out procedures as needed to insure employee and equipment safety
  • Performs assigned checks, inspections and maintenance of electrical equipment, controls as matter of preventative maintenance and report findings to supervisor and take corrective action.
  • Monitors and detects unusual conditions, defective material or faulty operation and reports to Plant Maintenance Supervisor.
  • Work involves a wide range of operations requiring skill and knowledge of the electrician's trade to wire complex electrical circuits and where the understanding of operating principles of controls and other electrical equipment is necessary to insure proper installation, maintenance and repair.
  • Will work with high, medium and low voltage equipment and components
  • Will work with low voltage AC and DC currents
  • Trouble shoot and repair 4 to 20 controls, actuators and SCADA as need
  • Will work with AC single and three phase power and wiring
  • Duties include the performance of various other Water Plant maintenance, installation and repair operations
  • Maintains good housekeeping at job sites and assigned areas.
  • Operates company vehicle.
  • Performs related work as required and assigned within the HWW S system
  • Adhere to all HWWS policies, i.e., Personnel Policies and Procedures, Safety Program, Administrative Code, building and electrical codes etc.

Essential Job Requirements

Education

  • High School Diploma or GED
  • Associates degree or trade school certificate in a related discipline preferred.

Certification:

  • Required-Current Master Electrician Certification or Journeyman Certification with the completion of the necessary hours and education to test for Master Electrician within 12 months
  • Must have a valid Texas Driver’s License Class “B” CDL with air brakes endorsements or ability to obtain within three (3) months
  • Must be able to attain “C” Water Treatment Plant Operator’s License within 2 years

Experience

  • 3-4 years of Master Electrician level experience in analyzing, troubleshooting and repairing of industrial drives, control circuitry, and high and low voltage supply circuits is required. Ability to read and interpret electrical schematics.

Qualifications

  • Must have extensive electronics/electrical knowledge and skills including, but not limited to build and test complicated electronic/electrical circuitry as well as to troubleshoot, diagnose and Repair complicated electronic/electrical circuitry for diagnostic purposes using specialized equipment
  • Must have experience with RTU’s, SCADA systems, 4 to 20 controls, VFD’s, Soft Starters, etc.
  • Experience with AC and DC motors and drives are necessary.
  • Must be able to conduct moderate to complex mathematical calculations rapidly and accurately
  • Must have good communication skills and ability to work in a team environment yet have ability to work independently and follow oral/written instructions
  • Working knowledge with water treatment plants and related treatment equipment
  • Computer skills/operation and experience with PLC operation and programming is preferred.
  • Thorough knowledge of the construction, installation, operation, and troubleshooting of circuitry and controls associated with projects such as the ability to formulate the layout sketch of required electrical circuits, wire new setups, check the installed system to insure that specified electrical conditions are attained, and may troubleshoot the electrical portions of equipment.
  • Knowledge and ability to anticipate and respond quickly to danger signs as they become evident through warning systems to avoid loss of time and expensive equipment.
  • Ability to climb in overhead structures and in close quarters performing analysis and repair work.
  • Ability to develop or improve practices or methods to be more productive efficient.
  • Ability to understand and communicate policies, procedures, and services of the HWWS in order to make decisions in accordance with the fore mentioned and maintain accurate reports.
  • General knowledge of the occupational hazards and safety precautions associated with the job assignment
  • Working knowledge of the common practices, tools, methods, and techniques used in the mechanical and electrical trades.
