19.22 — Groundskeeping Foreman


Performs semi-skilled and skilled grounds keeping work and performs oversees the activities of the Water Works Grounds keeping Department. The Groundskeeper Foreman is responsible for directing, overseeing, and inspecting the work of employees engaged in the cleaning and maintenance of Harlingen Water Works grounds.  The Foreman prepares the employee schedules, assigns and participates in various grounds keeping activities, conducts on-site inspections, and is expected to exercise considerable independence and initiative in directing field operations and in resolving work problems in compliance with established procedures.  Tact and courtesy are required in public contacts with various associated personnel.  Work is performed under the general supervision of the Building Maintenance Supervisor and is evaluated through reports and discussions in terms of the effectiveness of maintaining grounds and equipment in satisfactory condition.

  • Oversees and participates in the maintenance and repair of the Water Work’s grounds.
  • Participates in the operation of various equipment used in a variety of grounds keeping and maintenance projects.
  • Oversees grounds crew and participates in maintaining the cleanliness of grounds and ensures they are kept free of safety hazards.
  • Reports safety issues or hazards to the Supervisor and suggests and report on measures taken to correct hazardous conditions.
  • Follows safety and equipment safety guide lines to prevent injury of staff and prevent damage to equipment or private and or public property.
  • Confers with department supervisor concerning all proposed improvements, supplies, and/or equipment that is needed or to be purchased.
  • Oversees and insures proper maintenance and use of all grounds keeping equipment.
  • Assists Supervisor in employee performance evaluations.
  • Reports all subordinates’ requests for vacation, sick leave, and time off to the supervisor for approval and planning is.
  • Provides input to Supervisor regarding employees’ performance for merit increases or promotions.
  • Performs related work as required/assigned.

Essential Job Requirements


  • High School Diploma or GED (required)


  • CDL Class “B” with Air Brakes and Tanker Endorsements upon hire or at the minimum must have CDL permit and the ability to obtain license within 3 months from hire date


  • 1-3 years’ experience in the groundskeeping, maintenance, and repair of water mains and associated equipment.
  • Considerable knowledge of hazards and safety precautions involved in water line maintenance work.
  • Considerable knowledge of the materials, methods, tools and equipment employed in groundskeeping, maintenance and repair.
  • Considerable knowledge of the safe operation and maintenance of moderate to heavy
  • Equipment and various other light power and hand tools.
  • Effective work experience to train and oversee subordinates personnel and establishes and maintains effective
  • Experience in establishing effective working relationships as necessitated by work assignments
  • Some basic computer skills
  • Some customer service experience
  • Ability to understand and follow oral and written instructions.


  • Must possess a valid Texas Driver’s License
  • Must have at least one year supervisory experience
  • Must have the skills and ability necessary to use the tools, and equipment associated with the job.
  • Must be able to conduct basic mathematical calculations rapidly and accurately

  • Must be able to work varying weather conditions on a daily basis
  • Must be able to work independently and with minimal supervision
  • Knowledge of the occupational hazards and safety precautions associated with chemicals and related activities.

  • Ability to understand and communicate policies, procedures, and services of the HWWS in order to make decisions in accordance with the fore mentioned and maintain accurate reports.
