19.23 — Water Services Supervisor


Performs technical work in the inspection of construction projects and backflow devices associated with in-house and new development within the Waterworks System. Supervises the maintenance of all fire hydrants and valves with in the water distribution system. Keeps detailed records and reports of project status and testing requirements. Work involves the inspection of materials, backflow devices, methods, and work for conformity to plans, specifications, and quality requirements both in the area of backflow, valve and fire hydrants.  Additional responsibilities include supervising, instructing and evaluating staff, performing surveying tasks and mathematical computations associated with engineering/grounds keeping fieldwork. Supervises and manages all staff and equipment associated with these departments and their functions. Communicates with Federal, State, County, City, Waterworks Board and staff.

  • Inspects Waterworks’ construction projects or back flow devices to ensure conformance with approved plans and specifications and TCEQ regulations.
  • Inspects water and sewer tap connections, meters, valves, hydrants, manholes, backflow devices and sewer pump stations to determine if quality of work meets requirements or regulations
  • Prepares and designs work schedules and plans for staff and also maintains and develops performance and quality standards.
  • Inspects quality and quantity of materials, quality of work, and construction methods also is responsible for the submittal of products  to the WSD for review and approval into approved products list and insure once approval is met that the list is updated and maintained.
  • Prepares and maintains related records and reports, including problems, discrepancies, and accidents.
  • Confers with and advises engineers or developers or individuals of issues associated with construction projects or with backflow devices valve or hydrant issues/inspection.
  • Supervises, instructs and evaluates subordinates.
  • Uses surveying instruments to take random spot elevations to determine pipe elevations and slope; sets stakes; resolves piping slope and elevation discrepancies; uses instruments to test backflow devices. Performs related work as required/assigned.
  • Reviews subordinates work for technical accuracy upon completion
  • Completes personnel administrative duties such as timecards, performance evaluations, granting vacation and sick leave, and disciplinary actions.
  • Exercises independent judgment with minimal supervision.
  • Exercises tact and courtesy with public contacts, citizens, Federal, State, County, City officials, Waterworks Board Members, contractors, suppliers when engaged in projects and the general public.
  • Work is evaluated through observation and overall efficiency of duties performed as the Supervisor and of those employees being supervised.
  • Oversees the training of current and new personnel in all areas of responsibility
  • Adheres to all City of Harlingen Water Works System policies, i.e., Personnel Policies and Procedures, Safety Program, Administrative Code, etc.
  • Performs other related work as required

Essential Job Requirements


    • Must Have High School Diploma or GED
    • BPAT, CSI, “C” Water Distribution, Wastewater Collection II are required
    • Supplemental course work in drafting, engineering technology, construction inspection, backflow
    • Prevention, plumbing, supervision an or equivalent combination of experience and training etc. is preferred.

Driver License:

      • Must have a valid Texas Driver’s License
      • CDL Class B Driver’s license with Air Brakes and Tanker Endorsements (preferred)


  • Must have high level of skills in the use of engineering/surveying equipment and backflow device testing equipment.
  • Must a high level of working knowledge of the various codes and requirements governing the installation and construction of Waterworks projects/backflow prevention with safety in mind.
  • Must have effective communication skills to discuss issues with engineers, developers, utility contractors, property owners, and Waterworks customers as well as to establish and maintain effective working relationships as necessitated by work assignments.
  • Must have effective supervision skills with the ability to plan, schedule, lead, instruct, guide, direct, and evaluate subordinates.
  • Must have excellent ability to maintain good moral and ethical practices.
  • Must have excellent ability to develop or improve practices or methods to be more productive or efficient.
  • Must have excellent ability to work independently and to follow instructions.
  • Must be able to maintain proper records and reports kept to document project status, problems and testing.
  • Must be able to make moderately complex mathematical computations accurately and quickly.
  • Must be able to read and interpret engineering plans, specifications, regulations, and solve discrepancies.
  • Must be able to pass state  or federal regulators exams in regards to obtaining and maintaining state or federal  licenses required to perform the duties listed
  • Must be able to inspect work performed by subordinate employees, detect errors, and determine proper remedial measures.
  • Must have good computer skills and be able to use various software, but not limited to Microsoft office.
  • Considerable knowledge of the occupational hazards and safety precautions of the trades involved in the work.
  • Considerable knowledge of the current literature, trends, and developments in the building maintenance and repair field.
  • Ability to drive a company vehicle
  • Ability to perform personnel administrative duties such as timecards, performance evaluations, granting vacation and sick leave, and disciplinary actions.
  • Ability to practice skills, and obtain knowledge of the next level higher position to prepare for advancement.
  • Ability to understand and communicate policies, procedures, and services of the HWWS in order to make decisions in accordance with the fore mentioned.
  • Ability to communicate in both English and Spanish in technical terms Preferred)
