Harlingen Waterworks System (HWWS) is the public water and wastewater utility of the City of Harlingen. City Charter assigns the managing control and operation of HWWS to a five-member Board of Trustees, each of whom are appointed to a four year term by the Harlingen City Commission. The Mayor and City Manager also serve as ex-officio members of the Board.

The Board of Trustees meet regularly in open meetings scheduled on the last Wednesday of every month at 5:00 pm. Meetings are held at HWWS’s Main Office building at 121 East Harrison Avenue, on the second floor in the Executive Board Room. Meeting agendas are posted at least 72 hours in advance on HWWS’s website and Main Office and at City Hall. The public is welcomed to attend. Meeting dates are subject to change.
